Abstract

This community service program aimed to strengthen the institutional capacity of Sekolah Tinggi Teologi Arastamar Ngabang, West Kalimantan, in managing the three pillars of higher education through the Internal Quality Assurance System and Outcome-Based Education. The program was motivated by the partner institution’s need to improve academic governance, research and community service management, quality documentation, curriculum alignment, and accreditation readiness. The methods included conceptual counseling, technical assistance, focused discussion, document review, and follow-up mentoring. The participants consisted of leaders, lecturers, and administrative staff involved in academic management and quality assurance. The results indicate that the program improved participants’ understanding of the relationship between the three pillars of higher education, internal quality assurance, the PPEPP cycle, outcome-based curriculum, course plans, and evidence-based quality documentation. The program produced follow-up recommendations, including strengthening the quality assurance unit, mapping the OBE-based curriculum, preparing research and community service road maps, and mentoring accreditation documents. This program highlights that quality culture in higher education should be developed through conceptual understanding, technical training, leadership commitment, and sustainable assistance.
